Our report to the RIIO-2 Challenge Group

August 2021

WPD has submitted its draft RIIO-ED2 business plan for 2023 to 2028 to the industry regulator, Ofgem.  This draft plan is evolved from WPD’s knowledge of the network it operates and extensive stakeholder and customer engagement.  It proposes actions to fulfil the needs of current and future generations, in an environment that is changing ever more rapidly to meet the UK’s net zero targets.

In response to WPD’s RIIO-ED2 business plan, the RIIO-2 Challenge Group asked this Customer Engagement Group to focus its report on the remaining gaps WPD needs to close to ensure its final plan (published in December 2021) will be well-justified. This is further to the two open letters we have written to the company earlier this year, following our scrutiny and challenge of WPD’s plan as it has developed.

As requested, we have submitted our report to the RIIO-2 Challenge Group which will compare draft plans from the six distribution network operators in England and Wales.  Our final report, which we will produce in January 2022, will comment in more detail.
